7f1c90217e Fix CI by building test_ivshmem_protocol before ctest runs. 
Fresh cmake configures skipped the unit-test compile step, so CTest could
not find the executable on Windows runners.

eaf972ddce Add IVSHMEM protocol unit tests and Windows CI pipeline. 
Introduce testable protocol helpers, GoogleTest coverage, and ci/local.sh
mirroring the sunshine-sdk GitHub Actions workflow.
