The documentation should provide the valid range of SRv6 locator
block-len parameter, rather than the default value.

Align the order of the SRv6 locator parameters with the actual implementation:
```
"prefix X:X::X:X/M$prefix [block-len (16-64)$block_bit_len] \
[node-len (16-64)$node_bit_len] [func-bits (0-64)$func_bit_len]"
```

Add a specific debug command to handle srv6 troubleshooting.
Move the srv6 traces that initially were under 'debug zebra packet'
debug.

The configured OSPF refresh interval was not being used for opaque LSA (it always used the constant). Also, modified the timers lsa min-arrival command to have a maximum of 5000 msecs as well as providing a path for backward command compatibility.
Added missing user documentation for both timers lsa min-arrival and timers throttle lsa all.

For consistency between RIB and BGP, the aigp comparison should
be made after the local route check in bgp bestpath selection.

The value of 0 is accepted from peers, and can also be set by the
route-map "set aigp-metric igp-metric". For coonsistency, it should
be allowed in "set aigp-metric <value>" as well.

The minimum and maximum values for BFD timers and multiplier settings
have been updated to align with RFC 5880 requirements.
Since the values inputted via VTY are in milliseconds, the maximum
permissible value on the VTY interface is 4,294,967 milliseconds.
For the multiplier setting, the minimum value is now restricted to be
greater than zero, as zero is not allowed.
The minimum transmit interval has been set to 10 milliseconds to ensure
reliable service performance.
