Replace sprintf with snprintf where straightforward to do so.
- sprintf's into local scope buffers of known size are replaced with the
equivalent snprintf call
- snprintf's into local scope buffers of known size that use the buffer
size expression now use sizeof(buffer)
- sprintf(buf + strlen(buf), ...) replaced with snprintf() into temp
buffer followed by strlcat

Certain extended communities cannot be repeated. An example is the
BGP link bandwidth extended community. Enhance the extended community
add function to ensure uniqueness, if requested.
Note: This commit does not change the lack of uniqueness for any of
the already-supported extended communities. Many of them such as the
BGP route target can obviously be present multiple times. Others like
the Router's MAC should most probably be present only once. The portions
of the code which add these may already be structured such that duplicates
do not arise.

We make the assumption that ->attr is not NULL throughout
the code base. We are totally inconsistent about application
of this though.

frr_with_mutex(...) { ... } locks and automatically unlocks the listed
mutex(es) when the block is exited. This adds a bit of safety against
forgetting the unlock in error paths & co. and makes the code a slight
bit more readable.

The bgp_path_info_new function whenever it was called
pretty much duplicated the info_make function call. So
convert over to using it and remove the bgp_path_info_new
function so people are not tempted.

The bgp_info data is stored as a void pointer in `struct bgp_node`.
Abstract retrieval of this data and setting of this data
into functions so that in the future we can move around
what is stored in bgp_node.

Do a straight conversion of `struct bgp_info` to `struct bgp_path_info`.
This commit will setup the rename of variables as well.
This is being done because `struct bgp_info` is not descriptive
of what this data actually is. It is path information for routes
that we keep to build the actual routes nexthops plus some extra
information.

The multithreading code has a comment that reads:
"XXX: Heavy abuse of stream API. This needs a ring buffer."
This patch makes the relevant code use a ring buffer.

The prefix_rd2str uses a buffer size of RD_ADDRSTRLEN.
Modify the code to consistently use this for all of BGP.

PREFIX_STRLEN is the correct length for buffers needed to output
a prefix2str. Additionally cleanup some setting of the last
value to a `\0` this is handled by prefix2str.

Primary changes are in bgp_packet.[ch], bgp_io.[ch], bgp_fsm.[ch].
Changes made elsewhere are almost exclusively refactoring peer->ibuf to
peer->curr since peer->ibuf is now the true FIFO packet input buffer
while peer->curr represents the packet currently being processed by the
main pthread.

Commit 8c9cc7bbf6 changed the size
of the `struct bgp_attr_encap_subtlv` type to be a zero length
array at the end instead of having a 1 byte. All memory allocations
for this subsuquently were off by 1 byte since those were not
adjusted either.

Convert the list_delete(struct list *) function to use
struct list **. This is to allow the list pointer to be nulled.
I keep running into uses of this list_delete function where we
forget to set the returned pointer to NULL and attempt to use
it and then experience a crash, usually after the developer
has long since left the building.
Let's make the api explicit in it setting the list pointer
to null.
Cynical Prediction: This code will expose a attempt
to use the NULL'ed list pointer in some obscure bit
of code.
