bgpd: Fixup buffer sizes for prefix_rd2str
The prefix_rd2str uses a buffer size of RD_ADDRSTRLEN. Modify the code to consistently use this for all of BGP. Signed-off-by: Donald Sharp <sharpd@cumulusnetworks.com>
