Move test-tls-session-timeout from pummel to sequential. It isn't very
pummel-y and this will result in it being run on our CI more than once a
day. (It broke recently and it would have been caught if it was in
sequential rather than pummel.)
It must be in sequential rather than pummel because it uses
`common.PORT` which can result in test failures if more than one test
uses it at one time in parallel.

In test test-cluster-net-listen-ipv6only-rr, the cluster member that
listens to `any` port actually has the potential to `grab` any port
from the environment which when passed onto the master causes
collision when it tries to listen on.
Moving the test to sequential alone is not sufficient as the cluster
member can in theory catch on to the admin ports on the host.
Assigning static port alone is also not sufficient, as it can interfere
with other running tests in the parallel category which would be mostly
running with `port: any` fashion.
So move to sequential, and use a static port.

This has already been practically end-of-life since `node --debug`
alone would exit the process. This patch drops support of
`node --inspect --debug-brk` as well.
`node --inspect --debug-brk` has been deprecated since v8,
it has been maintained so that vendors can target Node.js
v6 and above without detecting versions.
The support of `--inspect`, which starts from v6, will reach
end-of-life in April 2019, it should be safe to drop the support
of `--inspect --debug-brk` altogether in v12.
Also removes `process._deprecatedDebugBrk`

Remove instances where `--expose-internals` is used to gain access to
buffer.kStringMaxLength. The property is availalble without a flag. It
is undocumented but the same as the documented
`buffer.constants.MAX_STRING_LENGTH` so use that. (We even have a test
that confirms that they are the same value.)

This adds missing async_hooks destroy calls for sockets (in
_http_agent.js) and HTTP parsers. We need to emit a destroy in
AsyncWrap#AsyncReset before assigning a new async_id when the instance
has already been in use and is being recycled, because in that case, we
have already emitted an init for the "old" async_id.
This also removes a duplicated init call for HTTP parser: Each time a
new parser was created, AsyncReset was being called via the C++ Parser
class constructor (super constructor AsyncWrap) and also via
Parser::Reinitialize.

There's a global.gc() invoked in an interval, and a second one in a
req.setTimeout() callback. Remove the one in the callback. I'm not sure
how competing global.gc() calls might result in a deadlock, but it seems
plausible and empirical testing confirms that it makes the test
reliable.

In test-http2-session-timeout, setImmediate() is used to wrap makeReq().
makeReq() is asynchronous and setImmediate() is not necessary.

This test has at least once locally received `EMFILE` rather
than `ENOSPC`, which also seems to provide a reasonable error
message (which is what the test ultimately checks).

Providing `No space left on device` is misleading in this case.

In test-http2-timeout-large-write.js and
test-http2-timeout-large-write-file.js:
Use assert.ok() on a boolean that the test itself creates and sets,
rather than assert.strictEqual(). This allows us to use a static message
without running afoul of the upcoming "do not use string literals with
assert.strictEqual()" lint rule.

Remove an unecessary string literal from assert.strictEqual() call in
test-inspector.js. The string literal is printed instead of the value
that causes an error. Removing the string literal allows the value that
caused the error to be printed. This improves the troubleshooting
experience when the test fails due to that assertion.
