This makes sure that the described default behavior for the
`terminal` option is actually always used and not only when running
the REPL as standalone program.
The options code is now logically combined instead of being spread
out in the big REPL constructor.

In 180f86507d, the test was changed
so that the `env` argument of `createInternalRepl()` also contained
external environment variables, because keeping them can be necessary
for spawning processes on some systems.
However, this test does not spawn new processes, and relies on the
fact that the environment variables it tests are not already set
(and fails otherwise); therefore, reverting to the original state
should fix this.

This flag is partially used in tests where it was not necessary and
it is always possible to replace this flag with
`common.allowGlobals`. This makes sure all globals are truly tested
for.

The createInternalRepl() module accepts an options object as an
argument. However, if one is provided, it overrides all of the
default options. This commit applies the options object to the
defaults, only changing the values that are explicitly set.

common.js needs to be loaded in all tests so that there is checking
for variable leaks and possibly other things. However, it does not
need to be assigned to a variable if nothing in common.js is referred
to elsewhere in the test.
