mz-pdm (Milan Zamazal) is the primary author of vhost-device-scmi code, making
him a code owner of it for easier handling of the related PRs.

Add self to CODEOWNERS to contribute with reviewing, merging other
PRs and maintaining the vhost-device-sound crate.
Also remove Mathieu Poirier, who is unavailable for maintainer duties at
this time.

The gatekeeper-PullAssigner was not correctly added in
the codeowners file (with its github handle). Removed it
from the file, so that the codewners are automatically
requested to review a new PR.
Since I was hear, also reordered alphabetically the users.

This will help with review of incoming stuff although we may need to
lean on the wider community when it comes to more in depth Rust stuff.
