Allows to be used by both C and C++ code.
So to leave part of the code in C and part move to C++.

jpeg-encoder: Avoid useless conversions

Define JpegEncoderContext as an abstract structure.
This allows to reduce casts.
Also remove some alignment warnings on some architecture like mips.
