debian/gbp.conf: Enable dch options "full" and "multimaint-merge"
...
We want verbose changelogs in most cases, and it's easier to edit out
uninteresting stuff on release than doing all commits with "Gbp-Dch: full" or
remembering to use --full.
Enable multimaint-merge (which really ought to be the default..).
