It fits neatly there, is rather intrusive and yet still visible at
first sight. It also solves the problem of having to create a bigger
row, so that the icon is still easily recognisable. At the default
font-size of 13pt, this really wasn't the case.
Verified that each supported distro is present in the font and the
name matches up and tested through all supported distros (including
'unmanaged').

fixes 'infinite' height of the guest notes, by setting the height on the
container a level up
the notes view itself is already scrollable, so if it is too large,
there'll be a scrollbar
this does not change anything for templates, as there we show nothing
under the notes and thus there the infinite height is ok

this adds a new component 'AgentIPView' which
uses the qemu-agent api call to tries to get the ip information for
the guests
only for vms at the moment, since for containers you already
set it on their network tab

simplify HA Information in VM/CT Summary panel.
Use the already translated 'HA State' instead of 'Managed by HA'
(which now becomes obsolete as it was the single appearance).
Simplify PVE.Utils.format_ha respectively to mach the new name,
as here is the only use of this function we have no side effects.

this implements the new StatusView class for
guests and templates
using the new pveStatusView, we do not split the status
panels per lxc/qemu, but for Template/Guest
this makes more sense, since the information which lxc
and qemu guests have are more similar than what you want
to display for templates/guests
