d/rules: re-enable PVSCSI support

It is not maintained anymore and got disabled by default in upstream
commit 57783adfb5 ("OvmfPkg: Change default to disable MptScsi and
PvScsi"). Re-enable it to preserve backwards compatibility in Proxmox
VE.
