Place hyperlinks only at the beginning of a chapter and where it makes

"Commandline", "command line" & "command-line" were being used
interchangeably, which is not correct use command-line when it is an
adjective (e.g. "command-line interface") and use command line when
it is a noun (e.g. "change the setting from the command line")

rst2man is only good for use in projects that don't use sphinx
already, as there it can help to avoid bringing in the full sphinx
dependencies and be easier to manage (as long as it stay small).
But we already use sphinx, so there's no point in managing the manual
pages in a separate, semi-related way that is quite restricted as we
have no access to sphinx infrastructure like conf.py defined
variables and helpers for things like the current version.
Besides that, we're rather big, so the complexity of sphinx can
shine, e.g., see the diffstat report from switching out rst2man for
sphinx:
22 files changed, 74 insertions(+), 347 deletions(-)
so 273 lines less in total is rather nice.

This removes the "Backup Management" first level heading in the docs,
and either uses the sub headings contained within it as first level
headings, or groups previous sections logically under new headings.
The administration-guide.rst file is also removed. Its contents are
instead separated into various files, that relate to their respective
first level heading.

and rewords certain sections for improved readability.

This removes parts of the previous explanation of the tool that are no longer
correct, and adds an explanation of '--exclude' parameter, instead.
Adds more clarity to the command, by use of '/path/to/source' to signify
source directory.
Specify that the pattern matching style of the exclude parameter is that of
gitignore's syntax.
This is a first proof reading of the currently existing documentation.

Tries to increase readabilty and ease of understanding by simplifying
and restructing some sentences and paragraphs. Filler words which add
to the cognitive load but don't add anything are removed
(most notably `also`).
