Misc updates for mlx5 netdev and core driver
1) Steering Core: Replace CRC32 internal implementation with standard
kernel lib.
2) Steering Core: Support IPv4 and IPv6 mixed matcher.
3) Steering Core: Lockless FTE read lookups
4) TC: Bit sized fields rewrite support.
5) FPGA: Standalone FPGA support.
