Attributes for FDB learned entries were added to the if_link netlink api
for bridge linkinfo but are missing from the rt_link.yaml spec. Add the
missing attributes to the spec.

IFLA_DPLL_PIN was added to rt_link messages but not to the spec, which
breaks ynl. Add the missing definitions to the rt_link ynl spec.

The rt_link spec was using pad1, pad2 attributes in structs which
appears in the ynl output. Replace this with the 'pad' type which
doesn't pollute the output.

Add schema for rt link with support for newlink, dellink, getlink,
setlink and getstats.
A dummy link can be created like this:
sudo ./tools/net/ynl/cli.py \
--spec Documentation/netlink/specs/rt_link.yaml \
--do newlink --create \

For example, offload stats can be fetched like this:
