There have been several instances where response from kernel
has overrun the stack buffer from the caller. Avoid future problems
by passing a size argument.
Also drop the unused peer and group arguments to rtnl_talk.
Allow to print particular link type usage by:
ip link help [TYPE]
Currently to print usage for some link type it is needed
to use the following way:
ip link { add | del | set } type TYPE help

When we create a tunnel on top of a link and the link specified
in cmdline doesn't exist, an error message should be shown.
