c061b75895 tc: prio: JSON-ify prio output
Make JSON output work with prio Qdiscs.  This will also make
other qdiscs which reuse the print_qopt work, like mqprio or
pfifo_fast.

Note that there is a double space between "priomap" and first
prio number.  Keep this original behaviour.

927e3cfb52 tc: B.W limits can now be specified in %.
This patch adapts the tc command line interface to allow bandwidth limits
to be specified as a percentage of the interface's capacity.

Adding this functionality requires passing the specified device string to
each class/qdisc which changes the prototype for a couple of functions: the
.parse_qopt and .parse_copt interfaces. The device string is a required
parameter for tc-qdisc and tc-class, and when not specified, the kernel
returns ENODEV. In this patch, if the user tries to specify a bandwidth
percentage without naming the device, we return an error from userspace.

292ce96bca iproute2: sch_rr support in tc
This patch applies on top of Patrick McHardy's RTNETLINK
patches to add nested compat attributes.  This is needed to maintain
ABI for sch_{rr|prio} in the kernel with respect to tc.  A new option,
namely multiqueue, was added to sch_prio and sch_rr.  This will allow
a user to turn multiqueue support on for sch_prio or sch_rr at loadtime.
Also, tc qdisc ls will display whether or not multiqueue is enabled on
that qdisc.  When in multiqueue mode, a user can specify a value of 0 for
bands, and the number of bands will be created to match the number of
queues on the device.

This patch is to support the new sch_rr (round-robin) qdisc being proposed
in NET for multiqueue network device support in the Linux network stack.
It uses q_prio.c as the template, since the qdiscs are nearly identical,
outside of the ->dequeue() routine.
