devlink: Add devlink health dump clear command

Browse Source 
Add devlink dump clear command which deletes the last saved dump file.
Clearing the last saved dump enables a new dump file to be saved.
Example:
$ devlink health dump clear pci/0000:00:09.0 reporter tx
