Quentin Young d36d0d5771 lib: Add hash and use const a bit more intelligently 
This commit adds code to notify the compiler that we
will not be changing the arguments to nexthop2str
and we expect thre return to be treated the same.

Additionally we add some code to allow nexthops to
be hashed to be used in a hash.

FRRouting is free software that implements and manages various IPv4 and IPv6
routing protocols.

Currently FRRouting supports BGP4, BGP4+, OSPFv2, OSPFv3, RIPv1, RIPv2, RIPng,
IS-IS, PIM-SM/MSDP, LDP and Babel as well as very early support for EIGRP and
NHRP.
