Donald Sharp c8fa5a1e4f pimd: Create storage for a raw socket. 
Each interface needs the ability to send raw packets
at the RP.  Create the data structure to do so.
Further commits will create the socket as necessary
and send the packet.

Quagga is free software that manages various IPv4 and IPv6 routing
protocols.

Currently Quagga supports BGP4, BGP4+, OSPFv2, OSPFv3, RIPv1,
RIPv2, RIPng, PIM-SSM and LDP as well as very early support for IS-IS.
