tests: speed up bgp_auth test (24m -> 12m) ...

- Reduce OSPF timers to 1 and 4
- Reduce BGP connect timer to 5
- Apply configs in parallel as single file
- Remove the switches as all links are p2p, perhaps this will help with
  reliability?
