bgpd: Add missing bgp well-known communities 
Updated the list with listed well-known communities from document IANA's https://www.iana.org/assignments/bgp-well-known-communities/bgp-well-known-communities.txt with last update date as of 2018-03-07.

- GRACEFUL_SHUTDOWN moved to 2nd entry in all lists in touched code.

FRRouting is free software that implements and manages various IPv4 and IPv6
routing protocols.

Currently FRRouting supports BGP4, BGP4+, OSPFv2, OSPFv3, RIPv1, RIPv2, RIPng,
IS-IS, PIM-SM/MSDP, LDP and Babel as well as very early support for EIGRP and
NHRP.
