Donald Sharp 7922fc65ae lib, zebra: Cleanup vrf api some 
Segregate the vrf enable/disable functionality from other vrf
code.  This is to ensure that people are not actually using
the functions when they should not be.  Also document the
why of it properly in the new vrf_int.h header.

FRRouting is free software that manages various IPv4 and IPv6 routing
protocols.

Currently FRRouting supports BGP4, BGP4+, OSPFv2, OSPFv3, RIPv1,
RIPv2, RIPng, PIM-SM/MSDP and LDP as well as very early support for IS-IS,
EIGRP and NHRP.
