We do not maintain docker.com/frrouting anymore and not building custom
images for topotests.
Use local images for topotests instead.
Just use:

mak topotests-build
make topotests
```

Add a specific debug command to handle srv6 troubleshooting.
Move the srv6 traces that initially were under 'debug zebra packet'
debug.

The configured OSPF refresh interval was not being used for opaque LSA (it always used the constant). Also, modified the timers lsa min-arrival command to have a maximum of 5000 msecs as well as providing a path for backward command compatibility.
Added missing user documentation for both timers lsa min-arrival and timers throttle lsa all.

This attempts to establish a little bit of clarifying restrictions
around the FRRouting "identifiers", mostly as a reaction to FRRouting
now functioning almost like a "seal of approval" in some cases.

The value of 0 is accepted from peers, and can also be set by the
route-map "set aigp-metric igp-metric". For coonsistency, it should
be allowed in "set aigp-metric <value>" as well.

This command did not allow the operator to display neighbor information
related to graceful-restart when used inside of a vrf.
