Create ability to redistribute local routes.

483b322821 tests: route_scale tests are failing on micronet 
I'm seeing test failures after in micronet runs in CI
after 7 seconds * 30 attempts at seeing if it succeeds.
Let's see if another 60 seconds of attempts allows
this to work properly.

ac60528b5c tests: Break up route_scale into 2 separate tests 
route_scale run is 500+ seconds.  Break it up into
2 separate tests.  This should reduce run time a slight
bit.

Change every `-` to `_` in directory names. This is to avoid mixing _ and -.

Just for consistency and directory sorting properly.
