1. Allow specification of the OSPFAPI server local address.
2. Allow different OSPFAPI server TCP ports to be specified for different
OSPF instances in /etc/services.

This commit adds the capabiity to filter OSPF neighbors using a
prefix-list with rules matching the neighbor's IP source address.
Configuration, filtering, immediate neighbor pruning, topo-tests,
and documentation are included. The command is:
ip ospf neighbor-filter <prefix-list> [A.B.C.D]

RFC-7607 specifically calls out the allowed usage
of AS 0 to signal that the a particular address is
not in use and should be guarded against. Add
the ability to specify this special AS in the rpki
commands.

The usage of the `bgp bestpath med missing-as-worst` command
was being accepted and applied during bestpath, but during output
of the routes affected by this it would not give any indication
that this was happening or what med value was being used.

This extends non-broadcast support to point-to-multipoint networks.
Neighbors will be explicitly configured and polled in lieu of multicast
dicovery. Toptotests and documentation updates are included.
Additionally, the ospf neighbor commands have been greatly simplified taking
advantage of DEFPY() capabilities.
The AllOSPFRouters (224.0.0.5) is still joined for non-broadcast networks
since it is joined for NBMA networks. It seems this could be removed but
it should done be in a separate commit.

Dynamic capability provides more value without resetting the sessions for some
important other capabilities to exchange, like: graceful-restart, addpath, orf,
fqdn, etc.
Since we support it already, enable it by default.

There was a question in regards to how the update-source
choose the ip address for the source when using the `update-source`
command in BGP. Upon looking at the code, I was a but surprised,
so I decided to document this behavior.

IRDP client (rdisc) was deleted from iputils more than 2 years ago. It's
time to drop IRDP, but first let's stop building and including it in the
packages by default to see if anyone will be complaining.

Make link-params a presence container and activate it when entering the
node. The "enable" command is not necessary anymore but kept hidden for
backwards compatibility.

Introduce new "[no] multicast <enable|disable>" command to be able to
remove the configuration. Current "[no] multicast" command cannot be
removed. Current command is hidden but still works for backwards
compatibility.

When filtering with `debug bgp updates in x.x.x.x prefix-list plist`, we want
to filter out unnecessary messages like:
```
127.0.0.1(Unknown) rcvd UPDATE wlen 0 attrlen 20 alen 5
```
Such a line as above will be repeated for all the paths received and it's useless
without knowing the prefix (because NLRIs are not parsed yet).
But want to see only relevant ones:
```
127.0.0.1(Unknown) rcvd UPDATE w/ attr: nexthop 127.0.0.1, origin i, path 65002
127.0.0.1(Unknown) rcvd 10.255.255.1/32 IPv4 unicast
```
With `debug bgp updates detail` we can combine this to something like:

The `show segment-routing srv6 manager` CLI command allows users to
print the SRv6 information. Currently, the SRv6 information includes
only the SRv6 encapsulation source address.
In this commit, we add the documentation for the
`show segment-routing srv6` command.

It should be possible to reset the configured msd value,
and not mentioning the previous msd value.

The walk stopped because the index used in the NlriTable entries is
decrementing, and this is against the snmp specifications. Also, the
computed index is wrong, and does not match the provided
draft-ietf-idr-bgp4-mibv2-1 specification.
Fix this by computing a valid index, and by finding out the next
consecutive prefix.
The resulting changes do not break the walk, and the output is changed:

It's been for a while disabled by default, but this seems reasonable to flip it.
We had `bgp enforce-first-as` as a global BGP knob to enable/disable this
behavior globally, later we introduced `enforce-first-as` per neighbor, with disabled
by default. Now let's enable this by default by bringing a global `bgp enforce-first-as`
command back.
