54b97c74fe pimd: Add RP check code 
Add the ability for the node to determine if it is the RP or not.
Currently this only allows static RP's.

8f5f5e91b6 pimd: Receive and transmit (*,G) to the RP 
Receive a (*,G) route and send it upstream to the RP.
The RP at this time does not properly handle the route.
