This test was killing bgp on r1 and r2
and then immediately testing that the
default route transitioned. Unfortunately
the test was written that under load the
system might be in a bad state. Let's
modify the code to check for a bgp version
change and then that the bgp state has
come back up

It's just annoying when the linter tells to apply the formatting for the code
you didn't touch.

the bgp_default_originate test brings up the topology and
then immediately pings. Which sometimes fails. This is
of course possible since the first ping might actually fail
due to arp going on. So let's give it a second chance or two.
Especially since the test, at this point, is just installing
a default route.

The test is performing these steps:
a) get timestamp of route installed in zebra
b) <make changes>
c) get new timestamp of route installed in zebra
If < 1 second happens between A and C the test
assumes that something went wrong, as that it is
testing to see if the route was reinstalled <yes I know>.
Just sleep 1 second after a) happens so that if a reinstall
happens we can easily see it, and we also know that if a
reinstall doesn't happen then the new timestamp will
always be 1 second or greater.

The files converted in this commit either had some random misspelling or
formatting weirdness that made them escape automated replacement, or
have a particularly "weird" licensing setup (e.g. dual-licensed.)
This also marks a bunch of "public domain" files as SPDX License "NONE".

When there is change in route-map policy associated with default-originate, changes does not reflect.
When route-map associated with default-originate is deleted, default route doesn't get withdrawn
Update message is not being sent when only route-map is removed from the default-originate config.
SNT counter gets incremented on change of every policy associated with default-originate
Route-map with multiple match clauses causes inconsistencies with default-originate.
