894cb4f689 bgpd: When using dev build add pointer information to %pBD
When building FRR with `--enable-dev-build`.  Add a bit of
code to include the pointer value as part of the output.
Helps with tracking down issues and let's us see more data
when using the dev build option.

02af04f73d doc: update re. ISO C23 printf changes
The new `%w99d` fixed-width modifier still needs work in `frr-format`,
which unfortunately is not as trivial as `%b` was.

e6685141aa *: Rename struct thread to struct event
Effectively a massive search and replace of
`struct thread` to `struct event`.  Using the
term `thread` gives people the thought that
this event system is a pthread when it is not

7f9ab3b0bb lib: Add ISO System & Network format to printfrr
Like for IP addresses, this patch add a new format for printfrr collection to
print ISO System ID and Network address a.k.a IS-IS system ID & Network.
This new format is added to the library instead of isisd because other daemons
and tools need to print ISO System ID & Network Address.

2c5b4d80ef lib: add s option to pI4/pI6/pIA printfrr
Adding an `s` after these printfrr specifiers replaces 0.0.0.0 / :: in
the output with a star (`*`).  This is primarily intended for use with
multicast, e.g. to print `(*,G)`.

9c4380daee lib: add %pVA recursive printfrr

3e5d2f718a doc/developer: logging guide
This roughly outlines when to use which logging function.  It's
certainly something to have to point people to, so they get things nice
and right - and so we get at least somewhat consistent behaviour for the
user.
