bgpd: Allow for deprecation of json bgpTimerUp
The bgpTimerUp value was incorrectly named, add a correct name bgpTimerUpMsec and add some code to allow for deprecation. Signed-off-by: Donald Sharp <sharpd@cumulusnetworks.com>
