bgpd: fix show ip bgp vrf <vrf> nexthop

Problem with not finding the correct bgp instance when doing the command
"show ip bgp vrf <vrf> nexthop" resolved by setting up the arg values
correctly.  Manual testing fine.  bgp-smoke had no new failures.
