zebra: Set NUD_NOARP on sticky MAC entries in addition to NTF_STICKY

Browse Source 
(ndm_state & NUD_NOARP) - prevents the entry from expiring
(ndm_flags & NTF_STICKY) - prevents station moves on the entry
