qwang12 6874dbd0e2 1) Use FeatureFlag PcdPciBusHotplugDeviceSupport to merge LightPciLib.c with PcdLib.c. 
2) Correct some minor bugs: when invoking gRT->GetVariable the Attributes field can be optianal.
