Ashish Singhal 66360134f8 ShellPkg/UefiShellAcpiViewCommandLib: Fix FADT Parser 
FADT parser was checking for reduced ACPI flag incorrectly
leading to incorrect error message if FIRMWARE_CTRL and
X_FIRMWARE_CTRL are both 0.
