Ruiyu Ni 06da1e310b MdeModulePkg/PciBus: Refine ActiveVGADeviceOnTheRootBridge

The patch doesn't change any behavior of this function.
It just renames the function to LocateVgaDevice() and renames
some parameters and local variables.
