Corvin Köhne ea88df6b26 OvmfPkg: move PciEncoding into AcpiPlatformLib ... Bhyve supports providing ACPI tables by FwCfg. Therefore, InstallQemuFwCfgTables should be moved to AcpiPlatformLib to reuse the code. As first step, move PciEncoding into AcpiPlatformLib.
