cb33842e8a Add back the trick logic on EFI_PCI_DEVICE_ENABLE in PciBus driver so that some old vendor drivers can still work well.

6979fd9382 fixed the following problems: 
1) DMA interrupt don't been cleaning up after one UDMA operation
2) Global variable mHobStart is not updated after invoking CoreInitializeGcdServices() func in the dxemain.
