c5b16b1b0b Minor grammatical work--mostly adding periods. Items with ONLY period added did not have the heading date changed, but Items with content changes had heading copyright dates updated. Sending separately a list of files missing Doxygen @param and @return information. (PENDING)

59e0bb0cbd 1. Simplify the implementation of AsmReadApplicationRegister() & AsmReadControlRegister() for IPF architecture. 
2. Add AsmReadMsr() & AsmWriteMsr() for IPF architecture
3. update AsmCpuMisc.s to only support GCC tool chain to avoid symbol collision.
