60c93673b3 The driver and library in MdePkg, MdeModulePkg and Nt32Pkg that don't depend on PI spec should include Uefi.h not PiDxe.h.

a6f164a7e6 1. Create PlatformDriverOverride in Universal directory. 
2. Move PlatformDriOverrideDxe and PlatOverMngr to this directory.
