75bf9d0ecc Update BdsDxe to use new designed HiiLib, remove the referrence to the original IfrSupportLib.

5c08e11737 Move BdsDxe and GenericBdsLib to IntelFrameworkModulePkg, these modules need dependent on gEfiLegacyBiosProtocol to provide legacy boot support. But legacy boot is not described by PI/UEFI specification.
