Steven Dake 29585e709f The totem protocol would not previously merge a configuration ... until a multicast message was sent. This change sends a special "merge detect" message if no message has been multicast in some time from the representative. This merge detect message will trigger other processors to enter the gather state and form a new configuration if they were not previously part of the current configuration.
