Improve qdevice-net
- Add cast vote timer (qdevice-net now really votes) - In sync phase it's impossible retreive cmap config version so it's no longer sent in membership node list - Refactor qdevice-net Signed-off-by: Jan Friesse <jfriesse@redhat.com>
