3fc99ec518 Disable all m68k patches & the build. 
This has been breaking the apt.llvm.org CI on two trivial issues which
shows that they haven't been tested:
* patch doesn't apply
* ./build-llvm/tools/clang/tools/driver/./build-llvm/include/llvm/Config/Targets.def:43: undefined reference to `LLVMInitializeM68kTargetInfo'

47788c39d4 Fix description of libclang-cpp11-dev package 
It doesn't contain header files, but it provides symlinks for
