Russell Belfer b23b112dfe Add payloads, bitmaps to trace API 
This is a proposed adjustment to the trace APIs.  This makes the
trace levels into a bitmask so that they can be selectively enabled
and adds a callback-level payload, plus a message-level payload.

This makes it easier for me to a GIT_TRACE_PERF callbacks that
are simply bypassed if the PERF level is not set.

Writing Clar tests for libgit2

For information on the Clar testing framework and a detailed introduction please visit:

https://github.com/vmg/clar

  • Write your modules and tests. Use good, meaningful names.

  • Make sure you actually build the tests by setting:

      cmake -DBUILD_CLAR=ON build/

  • Test:

      ./build/libgit2_clar

  • Make sure everything is fine.

  • Send your pull request. That's it.
