Russell Belfer e807860fa9 Add timestamp check to submodule status 
This is probably not the final form of this change, but this is
a preliminary version of checking a timestamp to see if the cached
working directory HEAD OID matches the current.  Right now, this
uses the timestamp on the index and is, like most of our timestamp
checking, subject to having only second accuracy.

Writing Clar tests for libgit2

For information on the Clar testing framework and a detailed introduction please visit:

https://github.com/vmg/clar

  • Write your modules and tests. Use good, meaningful names.

  • Make sure you actually build the tests by setting:

      cmake -DBUILD_CLAR=ON build/

  • Test:

      ./build/libgit2_clar

  • Make sure everything is fine.

  • Send your pull request. That's it.
