Convert HSI into a meson tristate-feature

This allows us to disable it automatically on architectures that
aren't supported and OSes that aren't supported.

Convert build system to use meson tristate features
...
tristate features will automatically disable if dependencies marked
as required are missing.
Packagers can manually override using `auto_features`.
