There are now multiple plugins using drm_dp_aux_dev interface which
may potentially be combined with an amdgpu. Prevent exercising this
interface with any plugin using DP aux unless a new enough kernel is
installed.
Add the mbim-qdu support for firmware downloading, it will be used for T99W175 module of Foxconn.

This plugin uses the `thinklmi` kernel module from kernel 5.14 to
inhibit device updates for UEFI capsules when Boot Order Lock
is set.
Users will need to use `thinklmi` or BIOS setup to change the setting.
The previous safety check was introduced due to a bug in the kernel
where it would produce a traceback and hang the offending process.
This code was fixed in kernel 5.2.0:

Add a new configuration option that will allow disabling the safety
checks if a new enough kernel is in place. This configuration option
is necessary because some Linux distributions may backport drm, and thus
this commit but still need the feature to work.
This will improve the pre-commit hook coverage.
For dfu: waive pre-commit checks for internal header file
This is internal to the plugin not to the library.
Until gi-docgen is declared stable support either of them.
This effectively means that hand builds and CI builds will use
gi-docgen, but distro builds use gtk-doc-tools.
On Alterlake and newer hardware the Platform Health Assessment Record
data can be used by the IHV to debug why a specific capsule update
failed. Any custom firmware loaded by the OEM can be identified and
used to further debug the root cause.
This prevents problems when cross compiling. Using help2man is now also of
limited use; if we can just tell the user to use --help we do not need to keep
the manual in sync.
It also allows us to drop the several other supporting files that we use when
the help2man output isn't actually that useful.

Commit 13524af202 broke the ABI checker.
This is because it runs on the last released version, which still has
a dependency on python3-pil.
This commit can be dropped after the 1.6.x release.
