ec0496b47a Make libfwupdplugin an internal library instead
This drops the requirement on us being so strict on a particular ABI version,
and also more strongly discourages out of tree plugin development.

We should still strive to keep API stable, and as such keep a symbol map still.

Use rpath instead for the static plugins, and set the plugin install directory
to just fwupd-$ABI$ as we're storing more than just plugins here now.

c4b7f42e43 Only compress one version of the builtin-quirks
Saving the quirks in the GResource section worked well, but it made the build
system very complicated and also meant the .data section was duplicated in
both `fwupd` and `fwupdtool` -- negating a lot of the hard-fought savings.

Simplify this feature so that we just `cat` all the quirk files together, then
gzip them into a single file. This means that at startup fwupd only needs to
check the mtime of one file, and weirdly it's actually faster to load a smaller
compressed file from disk that it is to load multiple uncompressed files.

a61bb37881 Build the quirk files into the daemon as a GResource
Interestingly, this increases the `fwupd` binary size by ~30kb but
reduces the installed size of /usr/share/fwupd/quirks.d by ~330kb.

661990ed98 Convert build system to use meson tristate features
tristate features will automatically disable if dependencies marked
as required are missing.

Packagers can manually override using `auto_features`.

28678235cd Move the fuzzing files into the plugin directories
We only had to pile everything into the src/fuzzing/firmware directory
because honggfuzz could not cope with more than one input path.

This way each plugin is self contained and easy to copy.
Also, install the fuzzing builder objects as this fixes the installed
tests when srcdir does not exist.

2d00cda464 Remove PLUGINBUILDDIR and use G_TEST_SRCDIR and G_TEST_BUILDDIR instead
This allows us to override the location we load data files from, which
allows us to do more kinds of installed tests in the future.

Also, move the global data/tests content into the place that it is used
as it was getting impossible to manage.

41400a8cc6 Allow contructing a firmware with multiple images
At the moment there are commands to convert one file format to another, but not
to 'merge' or alter them. Some firmware files are containers which can store
multiple images, each with optional id, idx and addresses.

This would allow us to, for instance, create a DfuSe file with two different
raw files that are flashed to different addresses on the SPI flash. It would
also allow us to create very small complicated container formats for fuzzing.

This can be used by writing a `firmware.builder.xml` file like:

7afd7cba0d Use FuFirmware as a container for firmware images
In many plugins we've wanted to use ->prepare_firmware() to parse the firmware
ahead of ->detach() and ->write_firmware() but this has the limitation that it
can only return a single blob of data.

For many devices, multiple binary blobs are required from one parsed image,
for instance providing signatures, config and data blobs that have to be pushed
to the device in different way.

This also means we parse the firmware *before* we ask the user to detach.

Break the internal FuDevice API to support these firmware types as they become
more popular.

This also allows us to move the Intel HEX and SREC parsing out of the dfu plugin
as they are used by a few plugins now, and resolving symbols between plugins
isn't exactly awesome.
