Fix recursive reference for RELEASE

Browse Source 
Building 0.9 with GNU Make 4.0 fails with the following error:

Makefile:4: *** Recursive variable 'RELEASE' references itself (eventually).  Stop.

Change RELEASE to simply-expanded.
