Use the common.isWindows, common.isFreeBSD and common.isSunOS where
possible.
Add common.isOSX and common.isLinux.
Fix `test-fs-read-file-sync-hostname` as in its current form was not
being run anywhere.

The require('constants') module is currently undocumented and mashes
together unrelated constants. This refactors the require('constants')
in favor of distinct os.constants, fs.constants, and crypto.constants
that are specific to the modules for which they are relevant. The
next step is to document those within the specific modules.

As it is, the test checks if the return value is `undefined` in other
platforms. But it should also make sure that the `O_NOATIME` should be
found only in Linux.
