Fixes argument order for assertions and makes their failure messages

Add a test that ensures the second call to .digest() returns an empty
HMAC, like it did before. No comment on whether that is the right
behavior or not.

The Hmac binding layer is not documented as part of the API, and is not
intended to be used, but it should be robust to misuse, and contains
defensive checks for misuse. This test checks that updates without init
throw (as opposed to abort or misbehave in some other way).

A new version of ESLint flags chained properties on multiple lines that
were not flagged by the previous version of ESLint. In preparation for
turning that feature on, adjust alignment to that expected by the
linter.
This change happened to be predominantly around assertions using
`assert()` and `assert.equal()`. These were changed to
`assert.strictEqual()` where possible.

Enable linting for the test directory. A number of changes was made so
all tests conform the current rules used by lib and src directories. The
only exception for tests is that unreachable (dead) code is allowed.
test-fs-non-number-arguments-throw had to be excluded from the changes
because of a weird issue on Windows CI.

we had a few ways versions of looking for support before executing a test. this
commit unifies them as well as add the check for all tests that previously
lacked them. found by running `./configure --without-ssl && make test`. also,
produce tap skip output if the test is skipped.

This commit distributes many of the various tests that were previously
strewn about `test-crypto.js` into their own files, such as for Ciphers
and Deciphers, Hashing, and HMACs. Copy pasta, and no style changes
besides removing a few now-unnecessary closures.
Helps eliminate file bloat and allows for easier test prognosis.
